We are unable to open the gforge document as it seems to be password protected. Therefore Emergency Care votes Negative until the documents are made available to the general HL7 membership and easily found.

Sorry, DEV always being the bad boys! This proposal states that it addresses a clear USA requirement, but is scoped as UniversalRealm . It would be appropriate either to amend the Realm to USA, or provide evidence of universal requirements being considered. On the basis of either change DEV would amend its vote to 'approve'.
