June 22, 2010 10:06:53 AM CDT This proposal states that it addresses a clear USA requirement, but is scoped as Universal Realm. It would be appropriate either to amend the Realm to USA, or provide evidence of universal requirements being considered. On the basis that this is not targeting an normative output I've submitted and abstention vote, but would amend to approval if the PSS is clarified.
