        • HL7 Version 3 SAIF Conceptual Specification: Laboratory Orders, Release 1 (1st DSTU Ballot) – Project Insight ID: 587; Unique Ballot ID: V3SAIF_LABORD_R1_D1_2013JAN. OO: Note that this name indicates a new general category.
        • HL7 Version 3 Standard: Pharmacy CMETs, Release 1 (5th Normative Ballot) – Project Insight ID: 249. Unique Ballot ID: V3_RX_CMET_R1_N5_2013JAN. RX: This last balloted in 2011 JAN; due to the long delay, it is suggested that the ballot pool be opened to general enrollment. Also, due to the issues surrounding the balloting of CMETs, I strongly suggest that we postpone any balloting of CMETs until it is clear how we will be handling future releases of CMETs, tracking of reconciliations, etc.
      • continued ballots for Infobutton IG R4 - previously passed ballot; and eMeasure will not be ready
        • Need to review guidance on ability to publish Informative or DSTU after successful ballot and reconciliation, even if the reconciliation identifies substantive change. Substantive change forces reballot at the Normative level.
    • Proposed motions (part II) for withdrawal of standards for ANSI cleanup, at TSC Tracker 2365

Call to order 11:03 am

  2. Agenda review and approval - Austin Kreisler; Woody asks about Wrappers R1.1 which passed in FTSD last week. Since it was preapproved by TSC it was not included in the e-vote.
  3. Approve Minutes of 2012-11-19 TSC Call Agenda; unanimously approved

Governance

  • Governance Discussion topics:
    • Datatypes Task Force recommendation: review and feedback from Steering Divisions.

      • What have the Steering Divisions identified for other standards to which this "community" will apply to besides SPL? ICSR was suggested but no evidence presented. Woody suggests Common Product Model (CPM) for those CMETS on which implementations depend such as ICSR will need to be in the fork as well. Need to nail down an answer from Mead on ICSR. Bring back next week and Austin will follow up with Mead.
    • Updated proposed changes in wording to the GOM for TSC attendance at WGMs - Austin/Freida
      • Ed joins
      • Motion: Freida moves and Woody seconds endorsement of the proposal to send to the GOC. Vote: unanimously approved.
    • Review HL7 Terminology Authority - Policies and Procedures from Vocab WG of FTSD, in accord with PI# 806, at TSC Tracker # 2416.
      • FTSD has reviewed and endorsed.
      • Austin will try to get someone from Vocab on the call next week. Please review for next week's discussion. Woody suggests Rob Hausam or Jim Case.

        • HL7 Version 3 SAIF Conceptual Specification: Laboratory Orders, Release 1 (1st DSTU Ballot) – Project Insight ID: 587; Unique Ballot ID: V3SAIF_LABORD_R1_D1_2013JAN. OO: Note that this name indicates a new general category.
          Austin reports interaction with Lorraine and the ArB on this. SAIF should be removed from the name. Lorraine notes that the conceptual specification includes things that are not typically included in DAMs, but Austin feels they are setting the bar on what DAMs should contain in order to be Normative. Charlie notes that the ArB will discuss on the meeting after this week when both Lorraine and Patrick are available. Woody notes the behavioral models included in a conceptual model not included in an information models in a DAM. A DAM as defined by ArB for normative should have both. Does the SAIF definition of DAM include the behavioral components? SAIF doesn't have a DAM defined. SAIF Artifact definition project has not defined behavioral model within DAM. While it's a new general category, Don will be putting it into the V3 Ballot section with DAMs and as a draft standard we can change the name later. TSC will task MnM and ArB to make the distinction in the interim. Motion: Woody moves we drop SAIF, and allow the remaining name to go forward. Ed seconds. Vote: unanimously approved.

Also, due to the issues surrounding the balloting of CMETs, I strongly suggest that we postpone any balloting of CMETs until it is clear how we will be handling future releases of CMETs, tracking of reconciliations, etc.
          Woody notes he needs to caucus with them whether their CMETs were included in the CMET Release 3. We'll need a list comparison of these CMETs compared to the CMET R3 for the contents of this Normative ballot for notification to ANSI. Motion: Woody moves and Calvin seconds allowing them to proceed to ballot with option to withdraw if the comparison yields an empty set. Vote: unanimously approved.

        • Austin had extensive email discussions with cochairs of groups proposing reballot after successful ballot. Groups can go straight to publication even with substantive change identified, if the ballot passed, for informative and DSTU. These groups will notify Don if they are withdrawing and go forward to publishing.
        • Ed suggests this guidance be incorporated into the cochairs handbook. Austin also intends to challenge the WGs on future ballot cycles that continue this practice of reballoting after a successful ballot.

  • Advice for Groups to go straight to publication even with substantive change identified if the ballot passed, for informative and DSTU, to be incorporated into the cochairs handbook
