What is measured? The activities count the bold headings on the grid, namely:
*Active projects – if less than 1, the count is incremented. Active projects are approved projects in active status with resources working on them (does not count 3-Yr Plan, On Hold, or unapproved projects).
+
{| class="wikitable" <!-- generated with [[w:de:Wikipedia:Technik/Text/Basic/EXCEL-Tabellenumwandlung]] V2.0 -->
*Mission and Charter statement(M&C) < 2 yrs old - If the Work Group's Mission and Charter has not been updated in the past two years, the count is incremented
+
|- style="font-size:11pt" valign="top"
**Updated content to Mission and Charter statements must be approved by a vote in the Work Group and approved by the Steering Division
+
| align="right" width="167" height="15" |
**Reviews without changes to Mission and Charter statements must be voted upon by the Work Group and the Steering Division notified
+
|style="font-weight:bold" width="48" | Work Group (WG) Health Metric Has Been Met If:
*Decision Making Practices (DMP) - WG has an approved DMP based on review of the updated template
+

**A change to a Work Group's DMP must be approved by a vote in the Work Group; Steering Division approval is not required.
+
|- style="font-size:11pt;font-weight:bold" valign="top"
*3 Year plan – if WG has not updated their three-year plan, as evidenced by updates to three-year planning items in their Project Insight project list, within the last 16 months, the count is incremented.
+
| height="15" | Active Projects
**3 year plan updates must be forwarded to the PMO (PMO at HL7.org) for update in Project Insight
+
| A WG has 1 or more active projects.
*SWOT – The Work Group's SWOT analysis should be less than three years old; if not, the count is incremented
+

**SWOT analysis should be approved by a vote in the Work Group; Steering Division approval is not required but Steering Division review is recommended
+
|- style="font-size:11pt"
*Co-Chair Post-WGM Survey - if the Work Group did not participate in the post-WGM survey for the immediate past WGM, the count is incremented
+
|style="font-weight:bold" align="right" height="15" valign="top" |
**Only one co-chair from each Work Group should participate in the survey
+
| valign="bottom" | *Active projects are approved projects in active status with resources working on them
*Ballot Presence - If the Work Group did not participate in the current ballot cycle or the two ballot cycles previous, the count is incremented (Not measured for T3SD)
+

**Co-sponsorship of a ballot is also considered toward participation
+
|- style="font-size:11pt"
*Minutes posted since last WGM – if posted minutes are not present the count is incremented. Posting of minutes can be on the Work Group's page on the HL7 web site or at the location pointed to from the Work Group's "Additional Resources" on the Web site (e.g. on the Wiki).
+
|style="font-weight:bold" align="right" height="15" valign="top" |
**Posted minutes of the last WGM are counted although a better demonstration of WGH is to have posted minutes of conference calls occurring between WGMs.
+
| valign="bottom" | *This measure does not include 3-Yr Plan, On Hold, or unapproved projects
*Last listserv activity - if no activity has occurred on the list serv since the last WGM, the count is incremented
+

*'''Harmonization Participation''' (new 2012May): if the Work Group did not have a representative attend Harmonization in the past cycle, the count is incremented (excludes T3SD)
+
|- style="font-size:11pt;font-weight:bold" valign="top"
**Participation is measured by the attendees' self-declaration of the Work Group(s) they are representing. An attendee can represent more than one Work Group.
+
| height="15" | M&C < 2 yrs old
*WG CC Scheduled – if the Work Group has not scheduled any conference calls since the last WGM, the count is incremented (may be validated using conference calling service records whether calls were actually conducted, in addition to whether they were scheduled, as well)
+
| The WG's Mission and Charter (M&C) Statement has been updated in the past two (2) years
**For those WGs who do not conduct conference calls, out-of-cycle meetings are counted towards demonstration of interim activity between Working Group Meetings of the WG
+

*SD CC Participation – if the Work Group did not have at least 50% representation at Steering Division conference calls or e-votes since the last meeting, the count is incremented (i.e. DESD uses Doodle Polls; SSD SD both e-vote and concalls; FTSD & T3SD only conf calls)
+
|- style="font-size:11pt"
<!-- -->
+
|style="font-weight:bold" align="right" height="15" valign="top" |
*Steering Division co-chair (TSC Representative) Election Participation – if the Work Group did not cast a vote for their Steering Division co-chair, i.e. representative of the Steering Division to the TSC in the annual election prior to the Plenary meeting, the count is incremented
+
| valign="bottom" | *Changes to Mission and Charter statements must be approved by the WG and Steering Division
**This metric continues to be represented in each cycle, not just in the plenary cycle, for even though the activity is only conducted once per year the effect perseveres through all cycles.
+

*WG Rep at SD WGM - if WG not represented at the previous Face to Face Steering Division Work Group Meeting, the count is incremented
+
|- style="font-size:11pt"
*WGM scheduled – if the Work Group did not schedule any meetings in person at the WGM, the count is incremented.
+
|style="font-weight:bold" align="right" height="15" valign="top" |
**Meetings counted are Host only; joint meetings not counted.
+
| valign="bottom" | *Review without changes to Mission and Charter statements must be approved by the WG with notification to Steering Division

2019May Interim Work Group Health Reports

What is measured?

What is measured? The activities count the bold headings on the grid, namely:

Work Group (WG) Health Metric Has Been Met If:
Active Projects A WG has 1 or more active projects.
*Active projects are approved projects in active status with resources working on them
*This measure does not include 3-Yr Plan, On Hold, or unapproved projects
M&C < 2 yrs old The WG's Mission and Charter (M&C) Statement has been updated in the past two (2) years
*Changes to Mission and Charter statements must be approved by the WG and Steering Division
*Review without changes to Mission and Charter statements must be approved by the WG with notification to Steering Division
Project Health Project Health is not Red (must be Green or Yellow)
*Project Health as expressed on the WG Health spreadsheets is calculated by combining the following measures from the PBS metrics spreadsheet:
 *Ballots requiring recirculation
 *Unpublished ballots
*WG Missing 3 year plan items in Project Insight
*Percentage of project insight items with next milestone behind > 120 days
*A WG with red status on Project Health on Projects, Ballots, and Standards metrics will be incremented on WG Health as well.
SWOT The WG's Strengths, Weaknesses, Opportunities, and Threats (SWOT) document has been updated in the past three (3) years
Ballot Presence The WG participated in the current or preceding two ballot cycles
*A WG with an increment in this category is still eligible for "healthiest" status if all other measures are met
*This category is not measured for T3SD
Minutes Posted Since Last WGM The WG has posted minutes since the last Working Group Meeting (WGM)
*Minutes may be either posted to the WG's page on HL7.org, or the HL7.org page can link to minutes posted on the WG's wiki or Confluence page
Last Listserv Activity Activity has occurred on the WG's listserv since the last WGM
Harmonization Participation A WG representative attended Harmonization in the past cycle
*Participation is measured by attendees' self declaration of the WG they are representing; attendees can represent more than one WG
*If the WG reviews the items for harmonization and has no input, they may also satisfy this requirement by stating that in a message to the harmonization listserv
WG CC Scheduled The WG has scheduled and held conference calls since the last WGM
*For WGs that do not conduct conference calls, approved out-of-cycle meetings also satisfy this requirement
SD CC Participation The WG had representation on at least 50% of Steering Division conference calls or e-votes since the last WGM
TSC Election Participation The WG voted for their Steering Division co-chair in the annual TSC election prior to the Plenary meeting
WG Rep at SD WGM The WG had a representative at the previous Steering Division Meeting at the WGM
WGM Scheduled The WG scheduled one or more in-person meetings at the upcoming WGM
Co-Chair WGM Tasks The WG completed the prescribed activities by the stated deadlines, including:
*Completed the WGM Room Request Form on time
*Posted the previous cycle's WGM minutes on time
*Posted the upcoming WGM agenda on time
*Credit is given when two out of three tasks are completed on time
