      • Comment from ArB: There seem to be unresolved negatives.
    • Project Approval Request by the Mobile Health WG of SSD-SD for Consumer Mobile Health Application Functional Framework at Project Insight 1182 and TSC Tracker 6203
      • Referred by T3SD for the following issues: 1) Section 3 indicates this is a new product which the TSC or PLA might need to access. Is it really a new product? 2) Section 5c does not have Steering Division approval date, and was PBS metrics checked? 3) Section 4a ballot type indicates Comment Only, but they have DSTU and Normative in the project schedule

Minutes

  • Several guests present to address e-vote items referred for discussion
  • Paul adds FHIR Ballot management
  • MOTION to approve agenda by Paul; second by Andy
  • VOTE: all in favor
  • Minutes approved by general consent
  • Approval items from last week's e-vote referred for discussion:
  • Informative Publication Request by the Pharmacy WG of DESD for HL7 EHR-System Implementation Guide: Pharmacist/Pharmacy Provider Functional Profile for Community Practice, R1 at Project Insight 1073 and TSC Tracker 8654
    • Comment from ArB: There seem to be unresolved negatives.
    • Only need 60% approval for informative. Tony removes objection.
    • MOTION by Tony to approve; second by Paul.
    • VOTE: all in favor
  • Project Approval Request by the Mobile Health WG of SSD-SD for Consumer Mobile Health Application Functional Framework at Project Insight 1182 and [http://gforge.hl7.org/gf/project/tsc/tracker/?action=TrackerItemEdit&tracker_item_id=6203&start=0 TSC Tracker 6203
      • Representatives of the project describe the project and the reason new product was marked - it is a functional model that stands apart from EHR and PHR. Discussion over whether this is truly a new product line. SD approval was on May 11. Schedule went beyond comment only just to indicate where they want to project to go eventually. We could approve but resolve details details later.
      • MOTION by Paul to approve the project with addition of appropriate dates and the caveat that as the WG moves towards more concrete goods that other WGs such as security are engaged. Second by Pat.
      • VOTE: all in favor
  • Approval Items for Discussion/Vote Today (would like to avoid e-vote due to time constraints)
    • DSTU Publication Request by the FHIR Management Group for Fast Health Interoperable Resources (FHIR) DSTU Release 2 at Project Insight 891 and TSC Tracker 8718
    • Paul raises an issue that in the FHIR spec itself, it has content along the lines that extensions would be registered at a registry hosted by FHIR.org. We still don't have clarification on what FHIR.org is and second, the link is broken. FMG discussed and clarified his understanding of FHIR.org - it is a separate corporate entity falling under HL7.org in a related party way. Paul suggested changing that link to point to an HL7 link for that information stating that it is under construction. The question is if that change is made in the future, will it need a technical correction? Group agrees that it would not need a technical correction provided it is a permalink to an HL7 site that would redirect to FHIR.org in the future.
  • DSTU Publication Request from the O&O WG of the SSD-SD for HL7 Version 2.5.1 Implementation Guide: S&I Framework Laboratory Test Compendium Framework R2, Release 2 - US Realm at Project Insight 973 and TSC Tracker 8715
  • DSTU Publication Request from the O&O WG of the SSD-SD for HL7 Version 2.5.1 Implementation Guide: S&I Framework Lab Results Interface, Release 1, DSTU Release 2 - US Realm at Project Insight 922 and TSC Tracker 8721
    • Lynn notes that the S&I framework items have an issue with value sets being published as reference. eDOS published inline but took it out and added to spreadsheet. Lynn states it is part of a ballot and is balloted in two or three different documents; can you publish partial ballot material as a separate ballot? Ken: right now the family is V2, and we don't distinguish the product release from the terminology.
