         4. 6. Question on ballot pool for subsequent normative ballot - HL7 Version 3 Standard: Core Principles and Properties of Version 3 Models, Release 1. Usually, on an N2 ballot we have a closed pool. However, Since CPP's initial N1 ballot, it has had two intermediate Comment ballots.
            • Should the ballot pool be open enrollment, closed to the initial N1 pool, or pre-populated with the prior pool but open to new enrollment?
